Yesterday, Governor Abbott signed HB 1325 into law. This allows a federally approved program for Texas farmers to grow hemp.
“The bill, which passed both the Texas House and Senate unanimously, will allow for a federally-approved program for Texas farmers to grow hemp as a crop, including procedures for sampling, inspection and testing.”
It is important to note that it will not be legal to grow until 2020 after the federal government has written rules which have completed the rule-making process.
In other news, the USDA issued a bulletin which effectively descheduled cannabis.
“It slipped under the radar on Thursday, but the United States Department of Agriculture just descheduled tetrahydrocannabinol (THC).
The USDA issued a bulletin on May 28 as a legal opinion for hemp production. It basically authorizes interstate delivery of hemp and legalized THC derived from hemp.”
Could this be the death knell for cannabis prohibition?

I really don’t know. Its system of laws is different.
