The Texas Department of Aging and Disability Services (DADS) has developed trauma-informed care training for employees of ICF/IIDs, including state supported living centers.
DADS developed the training in response to Texas Human Resources Code (THRC), Title 11, Chapter 161, §161.088, which was added by House Bill (HB) 2789, 84th Texas Legislature, Regular Session, 2015. 11 THRC §161.088 requires trauma-informed care training for new employees of ICF/IIDs, including state supported living centers. New rules requiring trauma- informed care training are in development and will be added to Texas Administrative Code, Title 40, Part 1, Chapter 90, Intermediate Care Facilities for Individuals with an Intellectual Disability or Related Conditions. DADS expects that the rules will take effect May 1, 2016, and will apply to an employee hired on or after that date.
The draft rules state that an employee whose duties will require the employee to serve on a person’s interdisciplinary team or otherwise work with a person to carry out the person’s individual program plan must complete the DADS trauma-informed care training before working with that person. The text of the draft rules could change during the DADS approval process or after the public comment period, but must comply with HB 2789.
