The purpose of this information letter (IL) is to inform Home and Community-based Services (HCS) providers, Texas Home Living (TxHmL) providers and Local Intellectual and Developmental Disability Authorities (LIDDAs), effective November 1, 2015, the Department of Aging and Disability Services (DADS) is discontinuing submission of Purpose Code E (PC E) Intellectual Disability/Related Condition (ID/RC) forms to cover a gap in ID/RC authorization time periods. No other ID/RC purpose code submissions are being discontinued.
Effective November 1, 2015, HCS program providers or LIDDA service coordinators (SC) will no longer submit a PC E ID/RC to DADS through the Client Assignment and REgistration (CARE) system when the renewal ID/RC is not entered timely. This change effective November 1, 2015, is due to the CARE system no longer allowing a gap in ID/RC authorizations. When entering a renewal ID/RC, the CARE system will auto-populate the ID/RC effective date as the day after the previously expired ID/RC, unless the ID/RC has been expired for 180 days or longer. CARE will not automatically authorize an ID/RC renewal if the previous ID/RC authorization has been expired for 180 days or longer. In this case, the HCS program provider or LIDDA service coordinator must contact DADS Program Enrollment/Utilization Review (PE/UR) for assistance.
