This letter provides information to Home and Community-based Services (HCS), Texas Home Living (TxHmL), Deaf Blind with Multiple Disabilities (DBMD), and Community Living Assistance and Support Services (CLASS) program providers about their responsibilities regarding the implementation of electronic visit verification (EVV) under Community First Choice (CFC). The Health and Human Services Commission (HHSC) will implement CFC on June 1, 2015. Any HCS, TxHmL, DBMD, or CLASS provider contracting with a Medicaid managed care organization (MCO) to provide CFC services in STAR+PLUS and STAR Health will be required to use EVV.
EVV Implementation Date
Effective June 1, 2015, providers contracting with an MCO to provide basic attendant and habilitation services (CFC services) offered under STAR+PLUS and STAR Health will be required to use an HHSC-approved EVV system to record on-site visitation with the member.
The HHSC EVV initiative affects service providers who provide basic attendant and habilitation services in the home and in the community. All agencies providing covered services to a Texas Medicaid managed care member must use an HHSC-approved EVV system to record visit arrival and departure times. The provider agency will use the time recorded in the EVV system to determine billable units/hours before requesting payment. Participation in EVV is optional for consumer directed services (CDS) employers enrolled in programs that require the use of EVV.

CLASS providers will continue to be subject to EVV for the delivery of personal attendant services/habilitation services under the Department of Aging and Disability Services (DADS) CLASS waiver program, in addition to habilitation services delivered under a CFC contract with an MCO.
EVV will not apply to HCS, TxHmL, or DBMD program providers delivering CFC services to individuals enrolled in DADS HCS, TxHmL, or DBMD waiver programs
