Rate Changes for Cost of Living Adjustments (COLA)
Effective January 1, 2015
The Texas Health and Human Services Commission (HHSC) approved rate changes for the CCAD RC program. The payment rates are effective January 1, 2015.
The facility cost area rates for the CCAD RC program are being decreased to reflect the most recent increase in Federal Supplemental Security Income (SSI) payments in accordance with the rate setting methodologies. The methodologies require that when SSI is increased, the per diem reimbursement be decreased by an amount equal to that increase.
The proposed rates were determined in accordance with the rate reimbursement setting methodology at Title 1 of the Texas Administrative Code (1 TAC) ยง355.509(c)(2) for the CCAD RC program.

Claims Submission
Providers should continue to bill using their normal billing process. Once the electronic payment system has been updated with the new rates, a retroactive adjustment will occur allowing the new rate for claims beginning January 1, 2015; therefore, no additional action is required by individual providers.
