Discontinuation of the Facility Inventory, Vacancy and Evacuation Status
As of November 30, 2014, the Facility Inventory, Vacancy, and Evacuation Status system (FIVES)
has been discontinued. FIVES is a web-based application developed by the Department of Aging
and Disability Services (DADS). FIVES is used by nursing facilities, Intermediate Care Facilities
for Individual with an Intellectual Disability or Related Condition, assisted living facilities, Home
and Community-based Services (HCS) group homes, and inpatient hospice facilities to find or
record facility vacancy information during the event of a natural disaster requiring mass
evacuations. FIVES allows providers to report their vacancies by county, city or provider type.
Evacuating facilities, DADS, and other entities using FIVES can identify facilities in other areas of
the state willing to accept evacuees. Home and Community-based Services (HCS) Program
providers are not required to use a facility inventory, vacancy and emergency evacuation system.
However, some program providers may be using the FIVES system.
As technology improves, DADS continues its efforts to assist healthcare facilities in emergency
preparedness and emergency response. New developments in healthcare tracking have vastly
improved the healthcare emergency landscape,one of these developments is EMResource, a webbased
solution from Intermedix. EMResource is a system being utilized statewide for tracking
available hospital beds in addition to other hospital and EMS resources and emergency response
data. EMResource can be accessed from multiple sources including smartphones, iPads or tablets.
All Texas licensed hospitals and dialysis facilities are currently available for situational awareness
in EMResource. Partcipation in EMResource further incorporates HCS program providers into the
Texas healthcare coalition as well as enhance local emergency response efforts.
EMResource transition for HCS program providers will become effective January 1, 2015.
