Recently, it has come to the attention of the Department of Aging and Disability Services that some NFs admitting residents directly from a jail or a correctional facility have continued to have such residents handcuffed or in leg shackles or in both. Such devices are restraints and NFs cannot use them. Despite having been an inmate, a resident that a NF admits from a jail or correctional facility is now a NF resident. The same restraint rules apply to this resident and to all other NF residents.
— DADS Regulatory Services Division will host stakeholder meetings to share information about Prescribed Pediatric Extended Care Centers. The next meeting will be held on Thursday, November 7. For time and place for this and other meetings, see the PPECC page.
— Because of the government shutdown, the Nursing Home Compare site wasn’t updated in October, and no provider previews were created. The site will update with October’s Five Star data on November 21, 2013.
— DADS issued an alert to providers and other qualified entities interested in becoming a DBMD provider in Region 6 and in Region 7. The DBMD provider must have a current HCSSA license with at least the Licensed Home Health Services category of service on the license to be eligible. — HHSC adopted amendments to §19.101, Definitions; §19.502, Transfer and Discharge in Medicaid-certified facilities; §19.602, Incidents of Abuse and Neglect Reportable to DADS and law enforcement agencies by facilities; and other sections.
— HHSC proposed to repeal sections of Chapter 50, §1915(c) Consolidated Waiver Program.

— DADS invited all Region 8 Adult Day Care providers to attend a meeting hosted by the DADS Regulatory Services Division on Thursday, November 7, 2013, from 1-4:15 p.m. at the Region 8 Building, 11307 Roszell Street, Room 2001, San Antonio. You may register here.
— The DADS QRS website for NF and SNF has been redesigned. Contact a NF policy specialist in the Policy, Rules, and Curriculum Development unit at (512) 438-3161 with questions.
— DADS updated the appendix titled, “Mutually Exclusive Services,” on November 1, and has a link to the list of DADS operated programs that an individual cannot be enrolled in at the same time. Contact class@dads.state.tx.us and dbmd@dads.state.tx.us with questions.
