HHSC announced several contract awards. See the Texas Register for a listing of the companies.
HHSC intends to submit transmittal number 12-010, which would convert the reimbursement methodology for non-emergency medical transportation services from fee-for-service to full risk capitation in the following designated counties: Collin, Dallas, Denton, Ellis, Hood, Hunt, Johnson, Kaufman, Navarro, Parker, Rockwall, Tarrant, and Wise.
HHSC intends to submit a request to amend the Texas Healthcare Transformation Quality Improvement Program waiver program to add adult day health service to the HCBS STAR+PLUS Waiver for individuals with income over 150 percent of the Federal Poverty Level.
HHSC intends to submit transmittal 12-021, which would delay the Recovery Audit Contractor program’s implementation date. HHSC also intends to submit transmittal number 12-001, which would update the Medicaid State Plan section titled, “Section One-Single State Agency Organization” to include current information on agency names and organizational structure.
Finally, HHSC intends to submit transmittal number 12-009, which would implement §§1866(j), 1902(a)(77), and 1902(kk) of the Social Security Act related to provider enrollment and provider screening.

Proposed Rules
HHSC proposes to amend §354.1072, Authorized Inpatient Hospital Services, which would implement the Medicare billing prohibition as a Medicaid cost containment measure. HHSC also proposes to amend §354.1831, Covered Drugs, which would remove the language in §354.1831(b). For more information, see the Texas Register.
