HHSC proposes to the following per diem reimbursement rates for the non-state operated ICF/MR: Per Diem Rates Chart
HHSC will hold a public hearing on July 12, 2011, at 9 a.m., to receive comment on proposed Medicaid payments for Durable Medical Equipment, Prosthetics, Orthotics and Supplies and Early and Periodic Screening, Diagnosis, and Treatment services. The public hearing will be held in the Lone Star Conference Room of HHSC, Braker Center, Building H, located at 11209 Metric Boulevard, Austin.
HHSC intends to submit amendments to the Texas State Plan for Medical Assistance, under Title XIX of the Social Security Act, which will modify reimbursement methodologies as a result of Medicaid fee changes for Birthing Centers; Case Management for Children and Pregnant Women; Chemical Dependency Treatment Facilities; Durable Medical Equipment; Early and Periodic Screening, Diagnosis and Treatment; Hearing and Audiometric Evaluations; Home Health Services; Tuberculosis Clinics; Vendor Drug Dispensing Fee, fixed component of the fee; and Vision Services.

Proposed Rules
HHSC proposes to repeal §355.8381, Case Management Reimbursement Methodology, and replace it with new §355.8381, related to Blind Children’s Vocational Discovery and Development Program, to transition the monthly prospective reimbursement rate to a monthly interim rate with cost settlement. Adopted Rules
The Texas Medical Board adopted changes to the following sections:
Temporary And Limited Licenses: a temporary license will be granted to a provisional license holder under certain conditions;
Physician Profiles: physicians must include on their profiles whether they provide utilization review services for an insurance company and the name of the insurance company;
Acupuncture: expands the scope of acceptable CAE to include courses approved by the National Certification Commission for Acupuncture and Oriental Medicine for professional development activity credit and courses conducted outside of U.S. by a CAE provider that are acceptable to the Board;
Disciplinary Guidelines: provides that if a licensee submits the fee but fails to complete the renewal application within a year of the certificate’s expiration date, he will be found to have committed unprofessional conduct;
Pain Management Clinics: establishes the procedures for withdrawal and cancellation requests and ineligibility determinations for pain management clinic certificates;
Public Information: provides updates to agency department names and updates descriptions of public information commonly requested by the public and the electronic format of the information.
