Public Notices
HHSC published an intent to submit an amendment that would modify reimbursement for Medicaid State Plan for Case Management for Infants and Toddlers with Development Delays program by ending the Time and Financial Information system used to collect time and financial information. The notice listed the incorrect effective date: October 22, 2010. The correct effective date is October 23, 2011.
HHSC will post a draft TANF State Plan on the HHSC web site for public review starting November 12, 2010, and ending on December 27, 2010.

Proposed Rules
HHSC proposes new §354.1040, concerning Requirements for Wheeled Mobility Systems, relating to Medicaid reimbursement for wheeled mobility systems. Among other things, the changes define “qualified rehabilitation professional” (QRP) and “wheeled mobility system” (or “system”), and identify QRP’s roles and responsibilities. HHSC will hold a public hearing on December 2, 2010 from 10-11 a.m. in the Lone Star Conference Room.
HHSC proposes to amend the following:
§355.8043 – Supplemental Payments for Physician Services: adds the Texas A&M Health Science Center to the list of approved state entities eligible to receive physician supplemental payments.
§355.8261 – Federally Qualified Health Center Services Reimbursement: reduces annual increase rate for FQHCs from 1.5 percent to 0.5 percent, effective January 1, 2011.
§355.8551 – Reimbursement Methodology for Pharmacy Health Services: change would reflect one percent reduction in Medicaid pharmacy dispensing fee reimbursement.
