DADS released one provider and three information letters:
NFs:
DADS will begin using Minimum Data Set (MDS) 3.0 for all MDS assessments with an Assessment Reference Date, Entry Date, or Discharge Date of October 1, 2010 or later, in accordance with CMS requirements, effective October 1, 2010. (Letter)
HCS and ICF/MR:
HHSC adopted amendments to Title 1 of the TAC §355.457 and §355.722 to limit the ICF/MR and HCS fiscal accountability system to services delivered on or before August 31, 2009, and to incorporate the ICF/MR, HCS, and TxHmL programs under the Attendant Compensation Rate Enhancement program, effective September 1, 2010. An excerpt:
“As a result of ending fiscal accountability effective August 31, 2009, certain ICF/MR and HCS providers are required to submit Fiscal Accountability Short-Period (FASP) cost reports. FASP Cost Reports only gather that information necessary to determine if a provider has met its fiscal accountability requirements. These reports are significantly shorter than the standard cost report.”
ICF/MR, HCS, and TxHmL:
DADS informed providers about upcoming optional training sessions relating to the July 2010 Attendant Compensation Rate Enhancement Open Enrollment for the ICF/MR, HCS, and TxHmL programs. (Letter)
DBMD and CDSA:
DADS alerted DBMD providers and CDSAs agencies of changes to TAC Title 40, Part 1, Chapter 42, Medicaid Waiver Program for People who are Deaf Blind with Multiple Disabilities. See the new rules here. DADS will issue a revised manual. (Letter)
