DADS released two provider and four information letters:
Licensed ICFs/MR:
Effective June 1, 2010, DFPS will assume responsibility for A/N/E investigations in licensed ICFs/MR. A person associated with each licensed ICF/MR must be available 24 hours a day to receive notification from DFPS of A/N/E allegations. (Letter)
NFs:
Law requires DADS to post detailed compliance information for each institution it licenses. Subsection (e) also requires DADS to post information the institution is required to make accessible as outlined in Subsection (c). Subsection (c) requires facilities to make information and a statement of the facility’s compliance. Attached to the letter is a four-page Rights and Responsibilities Upload Help guide. (Letter)
CLASS Direct Services Agencies and Case Management Agencies:
DADS cleared up misperceptions that may have arisen from the January 22, 2010, CLASS scan call regarding UR activities. An excerpt:
“Although the scan call occurred at the time state agencies were proposing options for reducing their budgets by five percent, CLASS UR activities are not connected to that requirement in any way. Current utilization thresholds have been in effect since September 4, 2008, as explained in Information Letter 08-127 available at this site: http://www.dads.state.tx.us/providers/communications/2008/letters/IL2008-127.pdf…”
Deaf Blind with Multiple Disabilities program:
DADS informed these program providers that it will implement dental requisition fees, effective May 1. Requisition fees are reimbursements paid to the DBMD program provider for efforts in acquiring dental services for DBMD participants. An excerpt:
“When submitting a request for dental services, the ISP must include the total dollar amount of the dental services as shown on the Prior Authorization for Dental services (form 6504), up to the service caps ($2,500 for dental services and $2,000 for dental sedation) and must include the requisition fee.”
CBA, CDSA, Day Activity and Health Services, Integrated Care Management 1915(c) Waiver, and Primary Home providers:
After analyzing the ICM, Primary Care Case Management, and STAR+PLUS Medicaid managed care models and getting feedback from stakeholders, HHSC has determined that the most appropriate, cost-effective model to implement is the STAR+PLUS program. The anticipated operational start date for the expansion of the STAR+PLUS program into the Dallas and Tarrant service areas is February 1, 2011, contingent on federal approval. (Letter)
Title XIX and Title XX Home Delivered Meals providers:
DADS posted a revised Form 2027 and detailed instructions for completing the form on the Home Delivered Meals provider page at http://www.dads.state.tx.us/providers/HDM/index.cfm. This letter replaces Information Letter 09-64 dated May 7, 2009. (Letter)
