HSC and TxHmL:
DADS will offer a monthly HCS and TxHmL Overview and Waiver Data Entry Training Class for program providers. The two-day class focuses on the Client Assignment and Registration System (data entry and the policies and procedures of the HCS and TxHmL Waiver Programs. Classes scheduled for 2010:

NFs:
HHSC has updated Section 355.308 to use cost reports in place of Annual Staffing and Compensation Reports in most situations and to eliminate reinvestment of recouped funds, effective November 1, 2009. Example:
“For services delivered from September 1, 2009 to August 31, 2010, participating providers may be required to submit Transition Staffing and Compensation Reports in addition to required cost reports. The Transition Staffing and Compensation Report reporting period will include those days in calendar years 2009 and 2010 not included in either the 2009 Annual Staffing and Compensation report or the provider’s 2011 cost report.”

CDSAs:
Texas has determined that individuals under the age of 21 may receive Personal Care Services from Medicaid Children’s Services administered through the Department of State Health Services while receiving waiver habilitation services. (Letter)
CBA and ICM waiver program providers, MDCP, PHC, CAS, CDSAs:
DADS explained the Regional and Local Services (RLS) Utilization Review (UR) Program implementation for these providers:
Case selection processes:
“For prospective UR, DADS case managers refer all CBA and ICMW initial certification, annual reassessment, and change requests with ISP costs over 75% and up to and including100% of the annual cost limit to the RLS UR nurse for review prior to authorization of services. For concurrent UR, DADS UR staff randomly selects a sample of active cases in CBA, ICMW, MDCP, and PHC/CAS. DADS UR staff may also conduct special case studies when patterns and trends are identified in a program or service area.”
Review processes:
“UR procedures may include review of DADS case files and contracted provider agency documents, a face-to-face assessment of the consumer and his living environment, and interviews with staff from DADS, a home and community support services agency (HCSSA), the CDS employee, and agency caregivers.”
