The Texas Health and Human Services Commission (HHSC) announced its intent to submit an amendment to the Texas State Plan for Medicaid services delivered by Physician Assistants, and Advanced Practice Nurses, including Nurse Practitioners, Clinical Nurse Specialists, and Certified Nurse Midwives under Title XIX of the Social Security Act. The proposed amendment, effective May 16, will modify the reimbursement methodology in the Texas Medicaid State Plan for Certified Nurse Midwife services by allowing increased payments to Certified Nurse Midwives when services are delivered in a birthing center.

Proposed Rules
HHSC proposes to amend §355.455, concerning Payments to Non-State Operated Facilities, which would exempt augmentative communication devices from existing requirements that limit reimbursement to Intermediate Care Facilities for Persons with Mental Retardation for durable medical equipment purchased for Medicaid-eligible residents to $5,000 per resident per year. The Texas Board of Nursing proposes to repeal Chapter 216, §§216.1 – 216.11, concerning Continuing Education and a new Chapter 216, §§216.1 – 216.11, concerning Continuing Competency. The Board is repealing the section to make way for a new chapter proposal that promotes a comprehensive approach to continuing competency in nursing, and the new chapter implements a comprehensive approach to continuing competency in nursing.
