Information posted November 6, 2008: During the 79th Texas Legislature, Regular Session 2005, a requirement for a centralized overpayment recovery audit program for Texas was established. As a result of the legislation, the Texas Comptroller is required to complete an overpayment audit and recover any funds that may have been incorrectly paid to Medicaid providers. The Texas Comptroller has contracted with Horn & Associates, Inc., to perform the statewide audits. Beginning in January 2009, providers may be contacted with a request to submit records, to support payment for claims paid by Texas Medicaid. The audit will consider dates of service from January 1, 2004, through December 31, 2007. The audit review will be performed in accordance with Texas Medicaid billing policies and procedures. Providers may receive medical record requests or other correspondence indicating a potential payment change. Correspondence will include specific instructions on how to respond and whom to contact.
