The Texas Department of Aging and Disability Services (DADS) released five information letters:
- Payment Rates for DADS Community Programs
DADS informed Community Service Providers that the Texas Health and Human Services Commission (HHSC) has approved a rate increase to recognize the impact of the increase in the federal minimum wage on certain provider types, effective August 1, 2008. The rates are posted on the HHSC Rate Analysis website.

- Unavailability of the Texas Medicaid and Healthcare Partnership Long-Term Care (LTC) Online Portal — August 25 – 31, 2008 (Note: letter revised 7/30/2008)
In a letter to Medicaid Nursing Facility Providers, DADS reminded them that as part of the transition from the Texas Index of Level of Effort to Resource Utilization Group, the LTC Online Portal will be unavailable for Forms 3652-A, 3618 and 3619 entries and inquiries from August 25 through August 31, 2008. - Client Assignment and Registration System (CARE) Entry of Designated Alternate to Chief Executive Officer (CEO)
DADS advised Home and Community-based Services (HCS) Program Providers and Texas Home Living (TxHmL) Program Providers of the requirement to enter the name and phone number of an alternate to the CEO for their HCS and TxHmL Programs in the CARE system. Providers have 30 days to enter the information from the date they receive their letters. Download the letter for more information.
- Provider Role Related to Investigations of Abuse, Neglect or Exploitation
DADS informed HCS and TxHmL Program Providers that the Department of Family and Protective Services (DFPS) conducts investigations of alleged abuse, neglect or exploitation for individuals who receive services in the HCS and TxHmL waiver programs. If such providers suspect that an individual has been or is being abused, neglected or exploited or has been notified of such an allegation, they must report the allegation immediately to DFPS at 1-800-647-7418. - Monitoring an Individual’s Financial Eligibility and Assisting an Individual to Access All Available Funding Sources
DADS informed Intermediate Care Facility for Persons with Mental Retardation Providers, HCS Program Providers, and Mental Retardation Authorities that they must monitor the financial eligibility of individuals to ensure they have access to all available funding sources to acquire services and to maintain existing services, and to assist them in accessing all funding sources for which they may be eligible.
