Proposed Rules
The Texas Department of Health and Human Services (HHSC) proposed a new rule that would amend the Coordinated Planning And Delivery Of Health And Human Services section of the code to define regional and local health programs and provide for the competitive award of grants to support the initial establishment and operation of regional or local health care programs. HHSC also proposes to amend the Managed Care Organizations section to change the title of the rule from “Requirements of Managed Care Organizations” to “Requirements of Managed Care Plans.” For information on submitting public comments, see the relevant section of the September 21 Texas Register.
Rule Transfer
Pursuant to House Bill 4062, the administration of the Special Nutrition Programs (formerly administered by HHSC) was transferred to the Texas Department of Agriculture, effective October 1, 2007. See this link for more information.

HHSC issued a public notice correcting an amendment transmittal number. The number for Amendment 765 should be “07-006,†not “07-0066.†HHSC also issued a notice of an adoption of per diem reimbursement rates for non-state operated Intermediate Care Facilities for Persons with Mental Retardation.
HHSC announced a public hearing to be held on October 16, 2007, at 9:00 a.m., for public comments on proposed rates for the Truman W. Smith Children’s Care Centee. The location is the Lone Star Conference Room at HHSC. The agency also issued notices about its intent to submit a proposal and amendment. The Department of Aging and Disability Services (DADS) issued a notice of procurement of services by area agencies on aging. DADS is seeking qualified entities to provide services that include: Congregate Meals, Home Delivered Meals, Transportation, Personal Assistance, Homemaker, and Caregiver, and other services.
