<p>Hospice providers:</p>
<p>DADS sent a corrected letter that notifies these providers that they can bill for ventilator services provided to residents in nursing facilities. <p>Day Activity Health Services providers:</p>
<p>DADS determined that either an LVN or an RN can complete and sign the <a href="http://www.dads.state.tx.us/forms/3050/">Form 3050</a> (DAHS Health Assessment/Individual Service Plan) when it is used for assessment in a Day Activity Health Services program. An LVN is not required to obtain the co-signature of an RN, and an RN is not required to sign the medication section of the Form 3050 in a DAHS facility. <p>HCS, ICF/MR, TxHmL:</p>
<p>DADS informed these providers about proposed changes to TAC rules governing fiscal accountability for the ICF/MR and HCS programs and the Attendant Compensation Rate Enhancement for the ICF/MR, HCS and TxHmL programs. <a href="http://www.dads.state.tx.us/providers/communications/2010/letters/IL2010-07.pdf">An excerpt</a>:</p>
<p>&#8220;Fiscal accountability requires all ICF/MR and HCS providers to meet certain spending requirements for a broad range of staff. Providers and the Health and Human Services Commission (HHSC) have both expressed concerns that the current fiscal accountability system is not sustainable over the long term. In response to these concerns, the 81st Legislature authorized HHSC to discontinue fiscal accountability spending requirements contingent upon the implementation of a rate enhancement system or other appropriate financial performance standards through the 2010-11 General Appropriations Act (S.B. 1, Article II, Health and Human Services Commission, Rider 67).&#8221;</p>

<p><strong>Medicaid Hospice Providers</strong>:</p>
<p>HHSC recently approved rate changes for the Medicaid Hospice Program for Federal Fiscal Year 2010, effective October 1, 2009. <p><strong>ICF/MR</strong>:</p>
<p>DADS announced the Employment Services Training and Technical Assistance Initiative. The purpose  is to improve employment outcomes for individuals to whom you provide services. <p>Screen 573 allows ICFs/MR to monitor compliance with RLO. The screen&#8217;s new function is to identify individuals in each queried component code that have not received a RLO due to being a new admission. These individuals will show as &#8220;Not Found&#8221; on Screen 573. A vendor will place a hold on payments to facilities until all reviews are updated and completed. <p>HCS, MRAs, and CDSAs: DADS implemented in CARE new nursing categories and new rates for specialized therapies, effective September 1. DADS will run retroactive reimbursement processes for providers affected by the implementation delay. </p>
<p>The four new nursing categories are NUR, NUL, NURS, and NULS. Rates will be implemented in physical therapy, occupational therapy, speech and language pathology, behavioral support, audiology services, and dietary services. You may find the new fee schedule <a href="http://www.hhsc.state.tx.us/Medicaid/programs/rad/Mhmr/Hcs.html">here</a>. <p>HHSC adopted new per diem payment rates for NFs, the hospice program in NFs, and the swing bed program, effective September 1. <p>DBMD and CDSAs: DADS will implement support consultation as an optional service component for individuals participating in the CDS service delivery option, effective October 1.
